Albania: emissions, verification and first registration
Ordinary previously registered used passenger cars: environmental classification, special verification for imports from South Korea, individual customs registration and first vehicle registration. This is a summary of selected requirements, not approval of a particular car.

DPSHTRR requires at least Euro 4 for used passenger cars previously registered abroad. New vehicles and used M2/N1 vehicles have different rules. Historic/collector and qualifying humanitarian imports have separate exceptions under the decree; they are outside this ordinary purchase summary.
South Korean imports need special verification
DPSHTRR specifically lists vehicles imported from South Korea for special verification. Have the particular vehicle's environmental classification and supporting evidence checked before purchase; a model year or Korean certificate alone is not an approval.
Individual importers: register with Customs first
Customs requires individuals to register their personal ID in ASYCUDA World before vehicle customs clearance. Confirm the applicable importer procedure and clearance file for your transaction.
Arrange local registration and technical inspection
Present the vehicle at the regional directorate for your place of residence. Used vehicles first registered in Albania must attend a technical inspection centre within seven days after first registration in Albania. Our US$100 condition inspection does not replace that statutory inspection.
Documents and registration
Vehicle, owner and clearance documents
DPSHTRR lists applicant identification, valid ownership proof, vehicle technical-identification documentation, original foreign registration/title or export deregistration documents, original customs-clearance confirmation and vehicle insurance. A representative also needs the required power of attorney or authorisation.
Check translation and notarisation requirements
Foreign-language technical and ownership documents generally require Albanian translation and notarisation. Exceptions cover specified EU-equivalent manufacturer documents, EU/harmonised registration certificates and registration certificates completed in English. Confirm which exception, if any, covers your actual Korean documents.
Confirm before purchase

- The 15-year threshold on the cited service page applies to used M2/N1 vehicles. It is not presented here as a passenger-car age limit. Electric vehicles, other vehicle categories, historic vehicles and humanitarian imports need a separate assessment.
- Business-importer requirements, taxes, valuation, statutory fees, freight and delivery dates need separate confirmation. Temporary admission of foreign-plated vehicles is not the permanent import procedure described here.
