Personal-use imports: vehicle eligibility review required
Official guidance and registration rules reviewed for a used passenger car imported from Korea for an individual's own use. The standard electronic-passport and initial-registration routes are covered; vehicle-specific admission and applicable exemptions still require confirmation. Commercial imports and vehicles already released or registered in the EAEU need a separate review.

Confirm the import route
Personal use excludes business purposes. Customs considers the goods, quantity, frequency and declared purpose; imports outside personal use follow the general customs rules.
Check the individual-vehicle route
Ministry guidance links an individual's own-use import to the EAEU personal-use vehicle categories. Its passenger-car category excludes vehicles specially intended for medical purposes. Conformity with the applicable technical regulation is required for release into circulation.
Prepare for initial registration
For ordinary first registration, the rules list identity and ownership documents, customs-clearance documents, an electronic vehicle passport, a recycling-payment certificate and a vehicle examination record. Applicant-specific exemptions and special registration routes require a separate check.
Check the electronic vehicle passport
For the standard personal-use import from outside the EAEU, an authorised organisation issues the electronic passport on the basis of a Kazakhstan-issued SBKTS. Its active status depends on customs-release and recycling-payment information under Kazakhstan law; issuing a passport alone does not complete registration. Special statutory cases follow separate provisions.

Confirm the customs declaration
The 2026 guidance identifies a passenger customs declaration for personal-use goods. Confirm that your vehicle and import purpose qualify before choosing this route.
Individual-vehicle safety certificate
For the standard personal-use import from outside the EAEU, prepare the Kazakhstan-issued SBKTS vehicle construction safety certificate required for the electronic-passport route. Special statutory cases must be checked separately.
Confirm before purchase
Still unconfirmed for your vehicle. Check with the relevant authority or receiving agent before purchase.
- Confirm the complete checklist for your applicant and vehicle, including any registration, electronic-passport or recycling-payment exemption. The latest recycling-rule amendment and its transition need a separate review.
- Commercial imports, manufacturer-representative procedures and vehicles already released or registered in the EAEU require a separate review.
