Check prohibited vehicle categories
The PAI notice last read on 15 September 2026 states a ban effective 22 May 2026 on vehicles classed as salvage or equivalent following severe collision, natural disaster, fire or manufacturing defects. It also lists service, government and modified vehicles. The full decision, exceptions and later changes remain unverified.
Confirm the import-licence route
MOCI provides a dedicated temporary import licence for cars and trucks, with conditions for citizens and companies. Confirm that the named importer qualifies for the applicable route before purchase.
Local vehicle licensing
MOI's vehicle-licensing procedure requires an application from the owner or authorised representative, supporting ownership and identity records, and vehicle accident insurance.

For its car-and-truck temporary import licence, MOCI lists a bill of lading and an export certificate.
Vehicle-licensing records
Prepare proof of identity, residence and vehicle ownership, the technical-inspection application, accident insurance and any applicable representative-authorisation document.

- The applicable age calculation, importer categories, quotas and committee exceptions still need verification against the current underlying rules.
- The full conformity requirements, exceptions and later changes under Decision No. 33/2025 remain unverified. PAI's notice does not prohibit every used vehicle.
- MOCI's temporary import licence, PAI's temporary release and customs temporary admission are different procedures and have not been combined. Non-citizen personal imports, commercial/dealer imports and special exemptions require separate confirmation.
- Duties, taxes, vehicle-specific technical approval, steering-side rules, shipping routes, transit times and total import costs are not confirmed in this scope.
- The association's US$100 inspection is its own service price; it does not replace PAI conformity review or MOI vehicle licensing.
