Kyrgyz first-registration requirements
Ordinary first registration of used passenger cars imported directly from South Korea. Selected requirements below cover Kyrgyz vehicle registration; personal-use and commercial customs procedures, temporary admission and special legalization are separate.
Sources reviewedRight-hand-drive restriction
Right-hand-drive vehicles may not be imported for registration and road use, except for the categories allowed by law or the Cabinet of Ministers.
Safety certificate for non-EAEU imports
First registration of a vehicle imported from outside the EAEU requires an SBKTS vehicle safety certificate issued by a laboratory in the EAEU's unified accredited-body register.
Customs release record
First registration of an imported vehicle requires documents confirming its customs release or a goods declaration.
Vehicle inspection at registration
Present the vehicle for a visual inspection with photographs to check its identifying details against the registration and ownership records.
Documents and registration
Applicant identification
Individuals provide a personal identification number and ID; companies provide a tax number and certified registration and founding documents. Foreign applicants follow the specific identity and residency document rules.
Ownership and vehicle records
Prepare an invoice or another accepted ownership record, foreign registration or deregistration evidence, and the applicable vehicle passport records. Paragraph 23 lists the full case-specific document set.
Confirm before purchase
Still unconfirmed for your vehicle. Check with the relevant authority or receiving agent before purchase.
- Personal-use customs treatment and commercial/dealer imports have not been combined into a single procedure. Exact declarations, duties, taxes and valuation require review for the actual importer and vehicle.
- Special legalization of existing foreign-plated vehicles is outside this guide; do not use it as permission for a new import.
- Temporary admission, special-purpose right-hand-drive exceptions, EAEU-origin/previously released vehicles, reconstructed vehicles and case-specific technical eligibility are outside this ordinary first-registration summary.
- Age limits, emissions classes, tax rates, transport routes, delivery times and registration-cost figures have not been established for publication in this scope.
- The association's US$100 inspection is its own service price and does not replace the Kyrgyz safety certificate or registration inspection.
