Mongolian customs and vehicle registration
Selected national customs and first-registration requirements for ordinary used passenger cars, plus separate Ulaanbaatar new-plate criteria. This is not approval of a particular Korean vehicle or a complete import checklist.

Imported goods must be declared to customs. Customs checks whether the supporting documents are complete and valid, whether their information matches the declaration, and whether the tax assessment is correct.
Technical inspection comes before registration
The Road Transport Law requires imported used vehicles to undergo technical diagnostics and meet the applicable standards before state registration and number plates are issued. Customs clearance alone does not establish registration eligibility.
Ulaanbaatar has separate new-plate criteria
For ordinary passenger cars seeking a new Ulaanbaatar plate, the published criteria include manufacture within the past 10 years, Euro 4 or equivalent/higher engine classification, and pre-export technical inspection. They also require an eligible capital resident or registered entity, settled specified road payments and penalties, insurance, and the required allocation priority within the capital's cap. The age and pre-export inspection clauses apply from 1 June 2025. These are capital plate criteria, not a nationwide import-age rule.
Documents and registration
Customs supporting documents
Article 60.3 lists a foreign-trade contract or invoice and transport documents. Permits or licences apply to goods subject to non-tariff restrictions; other statutory documents may apply. Origin evidence is required when requested by a competent authority under Mongolia's international treaties.
Prepare the registration evidence before shipment
Core first-registration papers for Mongolian citizens and legal entities include the customs declaration, manufacturer or export accompanying documents, the pre-export technical-inspection report, proof of passing technical inspection, ownership-transfer documents and fee receipts. Identity, application and additional vehicle-specific papers depend on the applicant and vehicle.

- Whether the specific Korean vehicle meets the applicable standards, including accepted emissions equivalence and any condition, damage or modification restrictions.
- Which Korean inspection issuer and report Mongolia will accept. The association's US$100 vehicle inspection has not been established as a substitute for a legally required technical-inspection report.
- Live Ulaanbaatar plate availability, the exact age calculation for a particular car, and any transfer, retention or reuse route. Meeting selected criteria does not guarantee a new capital plate.
- Complete requirements for foreign residents, diplomatic or special-purpose vehicles, temporary imports and other exceptional procedures.
- Vehicle-specific taxes, fees, transit arrangements, shipping costs and timing. No fixed rates or delivery estimates are verified here.
