Prepare for the statutory technical inspection
A technical-inspection certificate is required to issue a registration card for a used vehicle. Inspections use an approved centre; the decree provides an administrative-service option in departments without one. Our US$100 condition inspection does not replace this statutory process.
Match the inspection interval to the vehicle use
Ordinary private passenger cars require annual technical inspections. Company, rental and public-transport uses have separate intervals. Passing the inspection produces a report and certificate; it does not by itself establish permission to import.
Check approval of the vehicle type
Registration and road use of a new vehicle type require prior approval or recognition of conformity to an approved type. Alterations to existing types or equipment are subject to individual approval. Confirm the route for the exact Korean-market specification.
Check the local dealer’s approval
A business selling new or used motor vehicles in the Republic of the Congo needs approval from the minister responsible for road transport. This dealer obligation is separate from a private buyer’s vehicle-import eligibility.
Documents and registration
Documents when buying through a local dealer
For an imported used vehicle, the dealer must give the buyer the provisional registration certificate (ZZ), reception-inspection certificate, customs documents, original registration card, a copy of the owner’s ID and the sale attestation. Confirm the separate file for a direct private import.
Written sale and inspection records
The dealer contract identifies the parties, vehicle, price, payment and guarantees; the dealer also prepares a transfer certificate. Before a local used-vehicle sale, the seller must present a statutory inspection certificate issued within the last two months.
Confirm before purchase
Still unconfirmed for your vehicle. Check with the relevant authority or receiving agent before purchase.
- Current import-age, steering-side, emissions and conformity requirements remain unconfirmed. Left-hand drive alone does not establish eligibility.
- Confirm the applicable customs procedure, any pre-shipment approval and the complete registration file for the importer and exact vehicle before purchase or shipment.
- The document list above concerns a local dealer’s sale of an imported used car. It is not a complete checklist for every direct private import, temporary import or transit to another country.
- Confirm the currently authorised inspection centre, vehicle-use category and any exceptional reinspection requirements. Duties, taxes, local fees, freight and delivery dates require a separate assessment.

Its inspection and registration provisions were read alongside Order 4978 of November 2025. The decree is also cited in dealer approvals published in the official gazette on 7 May 2026. No later replacement was identified in the reviewed sources; this is not an import-admission rule.

It cites Decree 2019-171 and sets inspection categories, intervals and certificates. Article 13 provides for publication; the signature date is not relabelled as an express commencement date. The private-car interval agrees with the decree; other uses need separate classification.

It applies to local vehicle dealers, not every private importer. Existing dealers had three months from publication to comply. Dealer approvals published on 7 May 2026 cite this order; no later replacement was identified in the reviewed sources.
