Listed passenger cars require catch-all licence review
Annex 2-2 lists specific passenger-car classifications for Russia, including petrol/diesel, hybrid and electric vehicles. The current notice requires a catch-all licence application for listed items, subject to applicable legal exemptions. A sales listing or engine size alone does not establish export eligibility.
A non-strategic result does not settle catch-all licensing
YESTRADE explains that non-strategic classification does not by itself resolve whether a catch-all licence is needed. Its online self-classification tool does not cover Annex 2-2 catch-all items.
Russian vehicle regulation also needs review
Rosstandart lists TR CU 018/2011, the wheeled-vehicle safety regulation, as in force. The register alone is insufficient to confirm a vehicle’s conformity, import documents or registration outcome.
