Check steering-side registration eligibility
Article 29 sets left-hand drive as the registration rule. Exceptions cover disability-adapted cars, specified heavy trucks, cross-border buses, special-purpose and tourist/visiting cars, and vehicles authorised by the Minister. Confirm any exception for the specific vehicle. Temporary road use by foreign-registered vehicles is separate.
Complete customs release and RRA registration
RRA registers imported vehicles not previously registered with it after customs duties and fees are settled and Customs issues a release order. A customs instalment arrangement has separate registration-fee treatment. The owner must have a TIN.
Arrange local technical inspection
Road use generally requires an authorised centre's technical-inspection certificate; statutory exceptions need separate confirmation. Current police guidance calls for annual inspection for personal-use vehicles and six-monthly inspection for commercial vehicles.
Keep emissions testing separate from import approval
For vehicles operating in Rwanda, IremboGov lists annual emissions tests for private vehicles and twice-yearly tests for commercial vehicles. Fully electric vehicles and international vehicles staying no more than three months are exempt from this testing requirement.
Documents and registration
Owner identity and registration records
RRA lists the owner's TIN and matching ID or passport, plus a passport-size photo for individuals. Companies provide their full RDB registration certificate; other organisations need the relevant official registration documents.
Shipment and customs records
For the overseas-import registration route, RRA lists the supplier invoice, bill of lading, arrival notice, T1, stamped registration form, customs declaration, release order and registration-fee payment proof. Additional records apply to instalment arrangements.
Confirm before purchase
Still unconfirmed for your vehicle. Check with the relevant authority or receiving agent before purchase.
- Confirm the current import-stage emissions standard, required compliance evidence and any age or vehicle-category restrictions with the competent Rwanda authorities before purchase. Local periodic testing does not establish permission to import.
- Confirm any steering-side or inspection exception and its implementing rules. The foreign-registered right-hand-drive visiting route is separate from ordinary permanent registration.
- Confirm acceptance of the Korean vehicle records and the applicable customs regime. COMESA/EAC-origin, temporary, diplomatic, returning-resident and commercial import permissions have not been combined with ordinary overseas registration.
- Vehicle-specific taxes, exemptions, freight, inland delivery and timings remain unquoted. Our US$100 condition inspection is a separate service and does not replace Rwanda's statutory technical or emissions inspections.
