Dubai customs and individual registration
Scope: Dubai Customs’ personal vehicle-shipment guidance, RTA’s individual registration service and MoIAT’s used-imported-vehicle status service. Corporate, commercial-use, re-export, electric-vehicle and special-category requirements need separate confirmation.

Dubai Customs states that new and used cars can be imported in accordance with import regulations. This is not a vehicle-specific permission or a guarantee of registration.
Imported or previously owned vehicles need a technical inspection
RTA’s individual registration FAQ includes imported and previously owned vehicles among those requiring a technical inspection. The registration guidance requires the vehicle to pass the traffic safety test.
Right-hand-drive registration exception
RTA states that a right-hand-drive vehicle cannot be registered in Dubai unless it has a classical plate. This registration rule does not establish all import conditions for another vehicle.
Check the official used-vehicle status service
MoIAT offers a product-status statement service for imported used vehicles concerning eligibility for traffic registration and use in the UAE. Confirm the applicable process and result for the actual VIN before purchase; the service page does not approve your vehicle.
Documents and registration
Vehicles arriving through a shipping company
Dubai Customs lists an original invoice, a packing list, a bill of lading and a passport or Emirates ID copy. This is the shipping-company shipment route, not a statement that the importer must be a company.
Individual registration documents
RTA’s individual service lists Emirates ID, an Electronic Customs Certificate and a Sale and Purchase Agreement in its relevant applicant checklists. It waives the Sale and Purchase Agreement where the Customs Certificate is in the same person’s name. Applicant-specific and conformity documents still need confirmation.

- The registration document set for the applicant’s residence and the vehicle’s specification.
- Separate rules for electric vehicles, commercial use, company importers or re-export.
- Vehicle-age or damage-history restrictions, duties, taxes, freight and local charges; no general exemption or fixed amount is confirmed here.
